Dear Editor,
I would like to view this type of study as one about resource allocation and process changes: we allocate additional manpower resource to the system and make some changes.
Why don't we model this using computer simulation -- discrete event simulation? We will not have Hawthorne effect or have sample size problem. A very objective way of evaluation and we can run with different scenarios....
